MANAGING GENDER DISPARITY IN STAFF TRAINING AND DEVELOPMENT: IMPLICATIONS ON CONFLICT MANAGEMENT AND PRODUCTIVITY OF WOMEN CIVIL SERVANTS IN IMO STATE
Abstract
The study examined the extent and effect of management of gender disparity in training and development on women productivity in Nigeria Civil Service with primary focus on the Imo State Civil Service. The study was conducted in two purposively chosen ministries of the Imo State Civil Service, namely; Ministry of Works and Transport and the Ministry of Agriculture, Environment and Natural Resources. In the course of the study, one hypothesis was formulated and tested. The work adopted the Theory of Patriarchy as the theoretical orientation. The data were collected through the use of questionnaire and interviews (primary sources) and various literary works (secondary sources). The purposive, proportionate stratified and simple random sampling techniques were adopted. A sample of 525 respondents was drawn from the population of 1,313 staff of the two ministries. The data were presented and analysed employing tables and percentages while the chi-square (x2) statistical technique was used to test the hypothesis. The findings reveal, among others, that there are differentials in the extent of management of inequality in training and development across the two ministries; and that the effort towards the management of this inequality is only to a slight extent and therefore adversely affecting women’s productivity in the Imo State Civil Service. The study recommends that more strategic efforts should be made to enhance the capacity of Managers/Directors to deal transparently and effectively with issues of gender disparity with regards to staff training and development for the promotion of women’s productivity and growth of the Imo State Civil Service.
